I am making potato candy, the recipe calls for 2 tbs. mashed potatoes, does it mean like actually boiling?

    You can use either, the instant works just fine, but it does mean prepared mashed potatoes whether instant or real.

    make the mashed potatoes and then measure your 2 tbls.
    It would taste better if you boiled a real potato and then mashed it.

    boil a small potato then drain and use a mixer( no texture in flakes)

    It means real mashed potato. I wouldn’t recommend using the instant ones even if you prepare them 1st. Potato candy is an old recipe and instant didn’t exist. The instant flakes can be used for a few other things though. Next time you’re making stuffing for a turkey or chicken, sprinkle some instant potato flakes in with your usual recipe. MMMMMMMMMMMM
